Which Virginia Beach Neighborhoods Are Closest to NAS Oceana?

The Virginia Beach neighborhoods closest to NAS Oceana include Hilltop, Lynnhaven, Red Mill, Princess Anne, Ocean Lakes and the residential streets along Oceana Boulevard and First Colonial Road. Before buying near the base, check the property's AICUZ noise zone on the city's map. Virginia sellers must disclose noise and accident potential zones.

Key facts

  • NAS Oceana is the Navy's East Coast Master Jet Base. Its address is 1750 Tomcat Blvd., Virginia Beach (Commander, Navy Region Mid-Atlantic).
  • Dam Neck Annex is part of NAS Oceana, about five miles south of Virginia Beach's resort area, with 3.2 miles of Atlantic shoreline.
  • Anyone selling or leasing a home in an Oceana noise zone or accident potential zone (APZ) must disclose it in writing (Va. Code § 55.1-704 and city zoning).
  • New residential construction and additions in noise zones of 65 Ldn or greater require noise attenuation under the Virginia building code.
  • Joint Expeditionary Base Little Creek-Fort Story is a separate Navy installation in the northern part of the city.

Which neighborhoods are near NAS Oceana?

Oceana sits in the middle of Virginia Beach, between the Oceanfront and central neighborhoods. These areas are the most common starting points for buyers stationed there:

Area Location relative to Oceana What to know
Hilltop North of the base, around First Colonial and Laskin roads Shopping, restaurants and Sentara Virginia Beach General Hospital nearby; mix of older and updated homes
Lynnhaven Northwest, toward the Lynnhaven River Waterways, Lynnhaven Parkway corridor, quick I-264 access
Red Mill South, between the base and Sandbridge Close to Dam Neck Annex and Red Mill Commons
Princess Anne Southwest, toward the Municipal Center Newer subdivisions, sports complexes
Ocean Lakes South, near Dam Neck Close to the ocean and Ocean Lakes High School
Oceanfront East, toward the resort area Condos and beach homes; summer traffic

Some streets in these areas sit inside noise zones and some don't. The zone, not the neighborhood name, is what goes on the disclosure.

What are AICUZ noise zones, and how do they affect buyers?

AICUZ stands for Air Installation Compatible Use Zone. It's a Department of Defense program to guide development around military airfields. In Virginia Beach:

  • The city maps noise zones around Oceana, measured in Ldn (an average noise level over 24 hours), along with accident potential zones (APZ-1, APZ-2) and clear zones near the runways.
  • Disclosure is required. Anyone selling or leasing residential property in a noise zone or APZ must give written disclosure to buyers or tenants, and it must also appear in the contract or lease. Virginia's Real Estate Board publishes the disclosure form.
  • Sound attenuation. New homes and additions in zones of 65 Ldn or greater must meet noise-attenuation standards in the Virginia building code.
  • Land-use limits. The city's AICUZ Overlay (Article 18 of the zoning ordinance) and the 2008 APZ-1/Clear Zone Master Plan limit uses near the runways. The Navy also holds easements on some nearby land that generally prohibit residential development.

What this means for you as a buyer:

  1. Look up the address on the city's AICUZ map before you tour.
  2. Visit at different times, including weekdays during flight operations.
  3. Ask about windows, insulation and any sound attenuation upgrades.
  4. Think about resale. Your future buyers will see the same disclosure.

Homes in higher noise zones can be priced lower than similar homes elsewhere. For some buyers, especially those who work on base, that's a fair trade.

How should I set a budget around BAH?

Basic Allowance for Housing is set by the Department of Defense each year and depends on your duty station, pay grade and dependency status. I don't quote BAH numbers in articles because they change every January. Look up your exact rate with the official DoD BAH calculator, then:

  1. Build the full payment, not just principal and interest. Include real estate tax at the city's general rate of $0.97 per $100 of assessed value, homeowners insurance, flood insurance if needed, and HOA fees.
  2. Leave room for maintenance, especially with an older home.
  3. Plan for your next move. If you expect to PCS in three years, think about whether the home would rent for enough to cover the payment. My post on budgeting tips for military homebuyers has more on this.

What VA loan tips matter near Oceana?

Most buyers I work with near Oceana use a VA loan. A few things to know:

  • No down payment is required for eligible borrowers with full entitlement, and there's no monthly mortgage insurance.
  • The VA funding fee is 2.15% of the loan amount for first use with less than 5% down, and 3.3% for later use with less than 5% down. Veterans who receive VA disability compensation, and some others, are exempt.
  • A termite (wood-destroying insect) report is required for VA loans throughout Virginia.
  • Sellers can pay closing costs. Separately, seller concessions are capped at 4% of the home's VA reasonable value.
  • Tidewater process. If the VA appraiser expects a value below the contract price, your lender gets two business days to send more comparable sales.

My full guide to buying a home in Virginia Beach with a VA loan walks through every step. The older veterans home buying guide and best neighborhoods for military families posts are good companions.

What if I'm buying from out of state before PCS?

Many Oceana buyers start their search from another duty station. Here's how I make that work:

  1. Get preapproved first with a lender who closes VA loans regularly, so your offers are taken seriously.
  2. Share your report date and must-haves so I can line up homes before your house-hunting trip, or tour them for you by live video.
  3. Check the AICUZ zone, flood zone and zoned schools for each address before you fall in love with the photos.
  4. Line up a local inspector, and attend the inspection by video if you can't be there.
  5. Plan the closing. Virginia allows remote and mail-away closings in many cases, and a power of attorney can help if you're deployed. Ask your lender and settlement company early.

What other benefits help Virginia Beach military homeowners?

  • Disabled veteran real estate tax exemption. Virginia exempts the primary residence of a veteran rated 100% service-connected, permanent and total disability. Surviving spouses may also qualify under the rules. Apply through the Commissioner of the Revenue.
  • Virginia military benefits subtraction. For 2025 and later tax years, Virginia allows a subtraction of up to $40,000 of qualifying military benefits, including military retirement pay, from state taxable income.
  • Schools. Use the VBCPS School Locator to confirm zoned schools for any address, especially if you're arriving mid-year.

Frequently asked questions

How long is the commute to NAS Oceana from nearby neighborhoods?

From neighborhoods that border the base, such as parts of Hilltop, Lynnhaven, Red Mill and the Oceana Boulevard corridor, it can be a short drive. Gate locations and traffic matter as much as distance, so test the drive at the time of day you'd report.

What homes fit a typical BAH near Oceana?

BAH depends on your pay grade and whether you have dependents, and the Department of Defense sets new rates each year. Look up your rate with the official BAH calculator, then plan your payment around it, including taxes, insurance and any HOA fees. I'll build a search around that number.

What are AICUZ noise zones?

AICUZ stands for Air Installation Compatible Use Zone. Virginia Beach maps noise zones and accident potential zones around NAS Oceana. Sellers must disclose if a home is in one, new homes in zones of 65 Ldn or greater need sound attenuation, and some land near the runways has extra limits.

Is it bad to buy a home in an Oceana noise zone?

Not necessarily. Many people live comfortably in noise zones, and homes there can cost less than similar homes outside them. Visit during flight operations, check the zone on the city's AICUZ map and think about resale before you decide.

Can I use a VA loan near Oceana?

Yes. VA loans work for homes in noise zones as long as the property meets VA's minimum property requirements and appraises. A VA loan can mean no down payment and no monthly mortgage insurance, though a funding fee applies unless you're exempt.

Is Dam Neck part of NAS Oceana?

Yes. The Navy lists Dam Neck Annex as part of NAS Oceana. It sits about five miles south of the main Virginia Beach resort area and has 3.2 miles of Atlantic shoreline, so neighborhoods like Ocean Lakes and Red Mill are convenient to both.
