How do taxes and fees compare?
Using the City of Chesapeake's FY27 comparison, the annual real estate tax on a $378,400 home is about $3,670 in Virginia Beach and $3,822 in Chesapeake. That's roughly $150 a year in Virginia Beach's favor on the base rate.
But don't stop at the tax rate:
- Special districts. Some Virginia Beach areas carry higher rates, such as Sandbridge ($0.98) and the Central Business District South special service district around Town Center ($1.42).
- Solid waste fee. The same comparison lists a monthly solid waste fee of $30.55 in Virginia Beach and none in Chesapeake.
- Stormwater fee. Virginia Beach's comparable monthly charge is listed at $17.70; Chesapeake's at $11.35.
- Vehicle license fee. Listed at $30 in Virginia Beach and $26 in Chesapeake.
- Personal property tax on vehicles is close: $4.00 vs $4.08 per $100.
When I compare two homes in different cities for a client, I add up taxes, utility charges and insurance into one monthly number. For more detail, see my guides to Virginia Beach property taxes and the cost of living in Virginia Beach for 2026.
How do home prices compare?
The Census medians are nearly the same, so the city line matters less than the neighborhood, the age of the home and how close it is to water. Both cities have:
- Established neighborhoods of single-family homes.
- Townhomes and condos.
- Newer construction in some areas.
- Rural land, mostly in southern Virginia Beach and southern Chesapeake.
Instead of relying on averages, compare live listings. Search Virginia Beach homes for sale and Chesapeake homes for sale with the same price range and bedroom count, and you'll quickly see the tradeoffs in your budget.
Which city has more land and space?
Chesapeake has more land area and fewer people, so it's often where buyers look for bigger lots. Virginia Beach also has plenty of rural land south of its Green Line, especially in Pungo, where agricultural zoning keeps lot sizes large. If you want acreage but still want to be in Virginia Beach, read my guide to buying land or a farm in Pungo.
How do commutes compare?
The Census mean commute is 23.4 minutes in Virginia Beach and 25.8 minutes in Chesapeake. Your commute depends far more on where you work:
- NAS Oceana and Dam Neck Annex are in Virginia Beach. See neighborhoods near NAS Oceana.
- Naval Station Norfolk and downtown Norfolk are reached from both cities via I-264 and I-64.
- Norfolk Naval Shipyard in Portsmouth is often an easier drive from western Chesapeake.
- The Chesapeake Expressway (Route 168) is a toll road toward the Outer Banks, and there are tolls at some regional tunnels.
Before you buy, drive the route at rush hour.
How do schools compare?
Virginia Beach City Public Schools and Chesapeake Public Schools are separate divisions. Each has its own attendance zones and specialty programs. In Virginia Beach, high school students can apply to eight academy programs, such as the Math & Science Academy at Ocean Lakes and the Legal Studies Academy at First Colonial. See the best school zones in Virginia Beach and the Virginia Beach schools directory.
For any address in either city, confirm the zoned schools with the school division before you write an offer. Lines change.
What's different about lifestyle?
Virginia Beach has:
- The Oceanfront boardwalk, Sandbridge and Chesapeake Bay beaches.
- First Landing State Park and Back Bay National Wildlife Refuge.
- Town Center's urban core with shops, restaurants and offices.
- Boating from Lynnhaven Inlet and Rudee Inlet.
Chesapeake has:
- Rivers and the Intracoastal Waterway for boating.
- The Great Dismal Swamp National Wildlife Refuge and the Dismal Swamp Canal Trail.
- Areas like Great Bridge, Greenbrier, Western Branch and Hickory, each with its own feel.
- Generally more room between homes in many areas.
Is flood risk different?
Both cities have low-lying land and areas in FEMA flood zones. Virginia Beach has more oceanfront and bayfront exposure. Chesapeake has riverfront and marsh areas. In both cities, check the exact address on FEMA's flood map and get a quote early. My flood insurance guide walks through it.
What if I'm military?
Both cities are convenient to several military installations. A few points to keep in mind:
- BAH is based on your duty station's ZIP code, not the city you live in. Most Hampton Roads Navy commands fall in the Norfolk/Portsmouth military housing area, so where you buy doesn't change your allowance. Confirm your rate with the Defense Department's BAH calculator.
- VA loans work the same in both cities. The funding fee, entitlement rules and appraisal process don't change at the city line. See my VA loan guide for Virginia Beach.
- Think about resale and renting. If you expect orders in a few years, look at how easily homes in the area rent or resell, and whether HOA rules allow leasing.
- Disabled veteran tax relief is available in both cities under Virginia law for veterans with a 100% permanent and total service-connected rating. Each city's Commissioner of the Revenue handles applications.
What about new construction and HOAs?
Both cities have newer subdivisions, many with homeowners associations. HOA dues, rules and amenities vary a lot from one community to the next. In Virginia, buyers of homes in an HOA receive a resale certificate and generally have three days after receiving it to cancel the contract (Va. Code § 55.1-2312). Read it closely for leasing limits, fees and planned assessments.
How should I decide?
- Start with your commute. List your work and daily destinations.
- Set a monthly budget that includes taxes, fees, insurance and HOA dues.
- Pick must-haves. Lot size, school zone, water access, home age.
- Compare two or three areas in each city with live listings.
- Visit on a weekday evening and a weekend.
- Check flood zones and noise zones. Parts of Virginia Beach near NAS Oceana are in AICUZ noise zones, which must be disclosed.
